The Conduct of Employment Agencies and Employment Business Regulations 2003 came into force in 2004. All temporary and contract staff are included within the scope of the Regulations and whilst contractors working through limited companies are allowed to ‘Opt Out’ of the Regulations this is not an option for PAYE contractors.
